Guidance for Shutdown Information

Local Officers,
We are about nine days away from a possible government shutdown. Please ensure your members know this and are as prepared as possible. Of course, we all hope Congress can find some common ground and avoid a shutdown.
The Office of Personnel Management (OPM) has not issued any new guidance for a shutdown. The previous guidance from 2021 is available here.

I've attached the DOD Contingency Plan dated August 2023 for those of you who are DoD. DoD is designating fire protection as excepted in this plan. If the PDF attachment will not open for you, here is a link.

In most cases, emergency services and some other occupations are excepted from the shutdown. This means employees who are not furloughed are expected to work during the shutdown. However, employees will not be paid while the shutdown is in effect. Retroactive pay is provided after the shutdown ends. (See the Federal News Network article link below for more on that). Paid leave (sick, annual, etc.) is normally canceled during a shutdown.

Your employer/agency should provide additional information to your members as we get closer to a shutdown. During the last shutdown, some agencies followed different parameters. Again, let us hope that Congress gets its act together and finds a resolution.
